Job Summary
 
Serve as chief executive officer of a non-profit membership driven organization. Recommends and participates in the formulation of new policies. Utilizes existing policies as they have been approved by the Board of Directors to plan, organize, direct and coordinate the staff, programs and activities of the Chamber of Commerce.
 
Responsible to the Board of Directors of the Chamber for the administration of the Chamber Program of Work and budget. The Executive Director shall be empowered to handle the staffing of the organization within the parameters established by the budget.  Maintain a good working relationship with the membership of the Chamber of Commerce.
 
Duties, Responsibilities, and Authority:
 
Finance:
 
Shall compile and present the prospective annual budget to the finance committee no later than November 1st of the proceeding year and shall present, when necessary, prospective mid‑year budget revisions no later than August 1st of the current fiscal year.  The Executive Director shall ensure that all monthly performance reports and year‑end statements are prepared and presented to the finance committee within a reasonable time frame after the end of the period covered ‑ such time frame to be determined by the Board of Directors.  The Executive Director shall be responsible to the finance committee and the Board of Directors for the management of the annual budget.  It shall be the Executive Directors responsibility to spend no more than 110% of any category and no more than 100% of the total budget without prior approval of the Board.
 
Staff:
 
Shall have full authority for hiring, indoctrination, training, motivation, promotion and termination of staff within parameters established by the approved budget and in accordance with state and federal laws concerning personnel actions.
 
Shall obtain maximum utilization of staff by clearly defining their duties, establishing performance standards, conducting performance reviews and maintaining competitive salary structure.
 
Directs and coordinates all activity of staff in the carrying out of their duties as assigned for all projects, programs, and major activities of the Chamber of Commerce.
 
Board:
 
Informs, in a timely manner, the Board of Directors and Executive Committee of the condition of the Chamber and on other important factors influencing the board.  Attends all meetings of the Board of Directors, Executive Committee, and Finance committee.  Shall be responsible to provide staff support to the Board.
 
Plans, formulates and recommends for the approval of the Board of Directors basic policies and programs which will further the objectives of the Chamber of Commerce.
 
Executes all decisions of the Board of Directors not specifically assigned for execution to another individual.  Executes such contracts and commitments as may be authorized by the Board of Directors or established policies.
 
Carries out such other general responsibilities as may be delegated by the officers and Board of Directors.
 
Plans, in consultation with President, and prepares for Board meetings. Prepares and distributes in advance of meetings board packets. Each action item shall contain a staff recommendation with supporting background material.
 
Shall be a member of the Board of Directors and Executive Committee ex‑officio without the right to vote.
 
Committees:
 
Provides the liaison and staff support to committee chairmen and committees.  Sees that committee decisions and recommendations are submitted to the Board of Directors for approval.
 
Community and Public Relations:
 
Maintains relationships with other associations, industry, government, media, public service organization, and members of the Chamber of Commerce in conformity with the over‑all objectives and policies of the organization.
 
Promotes interest and active participation in the Chamber's activities on the part of the membership and reports activities of the Board and the Chamber of Commerce through the various media outlets available.
 
The Executive Director is the “face” of the Chamber and shall conduct herself/himself at all times in such a way so as to bring no discredit to the Chamber.
 
The Executive Director shall remain cognizant of pending legislation affecting Kodiak business and be prepared, with Board approval, to interact with local, state and federal policy makers and to offer oral and written testimony supporting the Chamber position. Some travel required.
 
Building:
 
The Kodiak Chamber of Commerce is the landlord of the building and as such, the Executive Director shall be responsible for maintaining, repairing, and managing the Chamber of Commerce building.  Shall ensure that janitorial functions, preventative and seasonal maintenance both inside and outside of the entire structure and all repairs and replacements are performed so as to preserve the structure in sanitary, presentable, and habitable condition.
